Regulation I (c) 9. It is pretty clear that anyone who has been
convicted or plead guilty to a crime against or involving a minor must not
be permitted to participate in any manner. Is there any time frame where
this is lifted? Someone with this on the record at age 20 who is now 50
with no additional offenses for example?
[Andy
Konyar] The local league will have to look at the offense and then
request from the Charter Committee a look see and comments, decisions on the
offense. DUI at age 20 with minors involved may be something someone can
forgive, while molestation would be something why bother even if it is 30
years. You will not be involved with my kids or grandkids if you did
something like that and I don’t care how much time has passed. |

Regulation V (c). Is the intent that the player pool method be
available for all levels of play?
[Andy
Konyar] Yes………all levels can now use the pool method. Has worked
very well in a lot of leagues at the older levels so the benefits is now
shared with everyone. |
3.
Regulation VI (f) 2. It is stated that this is for Majors and
Minors. How are innings counted in other divisions? It looks like the main
change here is that if a game does not complete one full inning then no
innings are charged to the pitcher(s).

Konyar] This was just a change to bring all levels in line with each
other. It was an omission last year. |

Rule 1.01. Does this mean that non-competitive leagues may use more
than nine players in minor leagues and above (basically all divisions)?
What defines a competitive versus non-competitive league?
[Andy
Konyar] You or the league defines non-competitive. If you are not
keeping score, standings, stats I would assume it is non-competitive.

5.
Rule 1.10. So the bats must be labeled “Baseball” or “Softball”? Or
does the bat just need to meet the dimensional requirements?
[Andy
Konyar] Is it a baseball bat? Is it a softball bat? You should
know before the game starts. |
6.
Rule 4.05 (1). Adult base coaches at both locations for all levels. This
now does not require a league to adopt this as an option. Will this also be
true during tournaments?
[Andy
Konyar] True regular season and tournament play. However, will
continue to require at least one adult in the dugout at all times in both
regular season and tournament play. |
7.
Rule 7.14 This change allows any player who is not currently in the
line-up to be used as a special pinch runner at any time. If a league uses
a continuous batting order are any of the players eligible to be used as a
special pinch runner?
[Andy
Konyar] No! |
8.
Tournament Rules 11 Year Old Division. What levels will this
division play? District? State? Regional? World Series?
[Andy
Konyar] State only. |
9.
Tournament Rules For a player to be eligible he/she must have played
in at least one half of the teams regular season games prior to June 15
(with exceptions for school season restrictions). What is the minimum
number of games that a team must have played prior to June 15? (I have
asked this question before and the answer has always been 12 games but I
have never seen this defined in any of the rules or regulations.)
[Andy
Konyar] Basically, 12 is the answer, but some divisions (i.e. Big
League, Senior League) don’t start until late May or June and those
divisions will be dealt with on a case by case bases. |
Our Big League Baseball program runs from the first of May until the end of
June. This year I asked if the game count through the end of June could be
considered for eligible games and was told “yes”. Is this still the case?

Konyar] See above. |

10.
Tournament Rules 9. Mandatory play now requires BOTH three consecutive
defensive outs AND one at-bat? |
Can a starter still come out of the game at any time (i.e. in the first
inning before completing three consecutive outs)? It has always been
permitted to pull a starter anytime since the player may re-enter and still
fulfill the mandatory play of three outs (not necessarily consecutive)
and/or bat one time.

Konyar] Yes, but they must meet the 3 and 1 requirements sometime
later in the game. |
11.
Tournament Rules 10 (b) Re-entry. This now says that any player may
re-enter the game. It does not state how many times a player may do so. It
used to state that players could re-enter the game once. Is there a limit
on the number of times a player may re-enter the game?
[Andy
Konyar] No……..get them in and out and let them enjoy the game. Must
be used in ONE spot in the order only. |
There is nothing stated that says how long a substitute must be in the game
before being replaced. The only limitation is on when a player can re-enter
the game. Therefore, a substitute who has not been in the game yet could
enter for anyone, at any time, without regard to how long the player being
replaced has been in the game or whether the player being replaced has
fulfilled the mandatory play.

cannot come out until they have fulfilled the 3 and 1. |
Note 2 says that a pitcher who has met the above requirements may be removed
for a substitute batter and return as a pitcher once provided he/she was not
replaced on the mound. The above requirements are for re-entry. Is the
intent that the pitcher must have fulfilled the mandatory play (three
consecutive outs and batted once) prior to being replaced for a
substitute batter? What are the ramifications if the substitute batter has
not yet had three consecutive outs? Can the pitcher still re-enter? If the
substitute has not yet had his/her three consecutive outs, then sooner or
later the pitcher must come out of the game to allow the substitute the
opportunity to play defensively?

Konyar] You got this one figured out. Will cause the
managers/coaches to think twice about pulling the pitcher for a pinch hitter
if that player had not been in the game yet. Will cause the pitcher to be
not eligible to reenter right away.
